Title: Reaction rate and concentrations

Question given: What effect would be seen on the rate of the reaction of ethanol with 2-iodo-2-methylbutane if you decreased the concentration of ethanol by half by adding an inert solvent (the total volume of solution is constant and the the dielectric constant of the solvent is help constant).

So for this question I said that it is an E1 reaction, therefore it has 1st order kinetics. So because of that, the rate of reaction would now be one-half as fast. Is this true?

No. What is the rate-determining step for an E1 reaction?
