Title: won't magnesium hydroxide ppt here ?

Let's take MgCO3. When we add HCl to the ppt , it get dissolved forming MgCl2 and CO2 . Yes carbon dioxide goes out but what about magnesium chloride . Won't we get magnesium hydroxide ppt when we are adding NaOH ?

It depends on the concentration and solubilty product of the Mg(OH)2

Yep then they meant the addition of a little NaOH not to exceed the solubility product of magnesium hydroxyde.
