Title: Is chromate ion a dihydroxylating agent?

In cold and dilute conditions, KMnO4 acts as a dihydroxylating agent,  because of the syn addition due to it's tetrahedral structure.
Does chromate ion act as a dihydroxylating agent? It also has a similar structure to KMnO4.

Chromate does not have this behaviour. It works only as an oxidiser. CrO42- is different to MnO4-.
