Title: Simple(?) question on nomenclature

Is 3-propylheptyne and 3-propyl-1-heptyne the same thing?
If so, can they be used interchangeably? Is there a preference for one over the other?
If not, then how come?

The second one is more accurate. The first one is not clear which isomer is meant.

All other isomers will be named as octyne with the substituent ethyl at C-5 or C-4. Interesting explicit exception, but of course the second name fully complies with the rules of the nomenclature.
