The answer is C but I don't know how to get there. I'm a struggling AP Chemistry student. Thank you

The half of Iodide double time. 39 got 78 sec. The quarter of persulfate gives 4 times.   What mean 39 got 156 sec. So if you half persulfate and also half iodide then what will be the extention of the time 78 sec.
