Definition in the textbook is a bit confusing, I would also like to know it's value numerically and what it can be used to calculate.

It is difficult to help not knowing what confused you. Have you tried googling for other introductions and explanations? Like https://chem.libretexts.org/Bookshelves/Introductory_Chemistry/Book%3A_Introductory_Chemistry_(CK-12)/04%3A_Atomic_Structure/4.04%3A_Law_of_Multiple_Proportions ?

Yeah, I watched some youtube videos on it yesterday. I'm just curious what the use of it is.
