Hello, why interaction between water and formic acid azeotrope mixture is stronger than two water molecules?

This is putting things on the head. It is not like interaction in azeotrope mixture is stronger, it is other way around: they form azeotrope because the interactions between molecules of water and formic acid are stronger than interactions between water molecules and formic acid molecules.
