The answer is E. However I think B should be the correct answer. Can someone help me solve this?

However, I will give you a little bit of direction, inasmuch as you have started to explain your thinking. CAT II is the enzyme that turns a carnitine ester of a fatty acid into a CoA thioester of a fatty acid after it has traversed the membrane.
