Title: question about IUPAC bioplastic definition

According to IUPAC Recommendation 2012,
bioplastic : Biobased polymer derived from the biomass or issued from monomers derived from the biomass and which, at some stage in its processing into finished products, can be shaped by flow.
At last, 'can be shaped by flow.', I don't understand what that means. Can't be shaped by flow means not a bioplastic?? why difined so?
