Title: C13 NMR Ranges

Hello lads, below I attached a problem that has been annoying me from ochem1 and its a C13 problem. I have learned how to do HNMR when given structure or when given spectroscopy and also learned how to do C NMR  when given spectroscopy but I am having problems for doing C NMR when I am only given a structure. More specifically I am having problems with the ranges and splitting of C NMR. Example:

As you see above the first problem a. Was done by my friend but I could not learn how to do it from their method, if someone could please simply how my friend did the first C NMR a. And possible walk me through an example or it would be great if you could do b. Step by step. Again my problem is the ranges and the splitting when given a structure C NMR. If you could refer me to specific YouTube videos, forum posts, webpages, reddit posts that specifcally teach C NMR in regards to given a structure and having to find its shift range and splitting then it would be awesome! I am a visual learner, so videos or pictures are of big help.
