Title: How to Enrich Iron Oxide Composition in an Industrial Waste Dust?

If an industrial filter waste contains Sodium Sulfate, NaF, Na2CO3, Se, Hg, Pb, As, PCDD/F, Cl and many other heavy metals and organic/inorganic compounds plus biologically toxic materials then how to enrich its iron oxide composition physically/chemically after washing process?
