Sorry, no idea about a book. I believe it was discussed in Journal of Chemical Education many decades ago. At the same time I gave you link to the site where the idea is explained, you don't need a book to learn. Even if you need something to give as a reference links are typically accepted these days.

At least please tell me the best book of basic chemistry for undergraduate of mechanical engineering.
There are so many chemistry books out there but I don't know which one is the best.

There is no "best", as it depends on your learning style. Best thing to do is to go to library and check on several, to see which one explains things in a way that you find the easiest to understand.
