If I have a solution that follows:
22 Liters Non-Concentrated
18.5 Liters concentrated
= 1.2x Concentration factor
And I am required to put 1.4 Liters of Non-Concentrated volume between 13 other containers, How much volume of concentrated volume goes into each container?

My apologies.
I assume that I have to take the 1.42 per container and divide that by the concentration factor of 1.2
= 1.42/1.2
= 1.18
Which equals to 1.18x13= 15.38 total liters
Am I on track here?

What you wrote is highly ambiguous. If I am _guessing_ right what you are doing, you are correct.
Do I understand correctly that the procedure to follow is to add enough water to 18.5 L of the concentrated to dilute it to 22L?
And that the question is: how much of the concentrated solution needs to be put into 1.4 L (1.42 L?)container so that after filling it up with water the final concentration is the same as in the first case?
If so, yes, 1.18 L seems to be about OK (give or take some rounding errors, probably negligible).
