Title: Steps to make mix powdered salts with emulsifier to yield concentrate

How is the most correct ways/steps to mix powdered salts as ingredients of laundry detergent with the emulsifier to produce a perfectly uniform, even and smooth detergent/mixture concentrate (so only few amount of water involved/added) ?
