Title: Dissolving bloodmeal

I have read that spraying a solution of bovine or porcine bloodmeal on plants will deter animals from browsing.  Commercial products based on this idea cost around $30/lb so I decided to try making my own solution with off-the-shelf bloodmeal. 

The problem I'm facing is that I can't get the bloodmeal to dissolve at all. I've tried heating (boiling), increasing PH, lowering PH, and even mixing it with vegetable oil.  But the bonemeal simply sinks to the bottom and maintains a consistency like coffee grounds.

Does anyone know the trick of getting powdered bloodmeal to dissolve?
