Title: How to dissolve SiO[sup]2[/sup]

Is there any way to dissolve this compound other than HF?

Alkalies: NaOH, or KOH dissolve SiO2 very slowly to make water glass (sodium or potassium silicate). This goes much much faster with strong, hot lye and very finely powdered SiO2.
