Why won't xylene react with potassium permanganate and bromine water?

What's special about the structure of xylene?

It has double bonds, but what are those double bonds different from other double bonds?

sligghhhttly off topic, but would potassium permanganate react with alcohols? because i know its used as a stainer in inks...
