Title: Why do more electronegative atoms have lower-energy orbitals?

I'm in organic chem right now, but somehow I think I missed this last year- now I need it for molecular orbitals! Why would strongly electronegative atoms have lower energy? I would have expected that more electron-pulling ability would lead, if anything, to higher energy states...
