Title: Something about the fries rearrangement

In the textbook.I read that the fries rearrangement product is very strange. In kinetics,it obtains the p-position product,but in thermomechanics ,it obtains ortho position product,why?the ortho position has more steric hindrance,should it be the kinetics product?
