How can I make this compound with the best way?

The first thing I would do is label your carbons in the starting material and in the product.  Once you've done that, you can determine which bonds you need to form.  I think in this case, once you've determined that, you will see some reactivity that you can exploit to form the ring.  I'm guessing that you have in the past, or currently are covering reactivity of carbonyl compounds?
