You don't have to register to browse, but you have to register (free) if you want to check your answers. At the moment there are slightly over 100 different questions in 25 sections, but this relatively low number can be misleading - questions are generated on the fly and often parameters can take several different values/forms, making number of variants much higher. (select "Try question again" from the menu on the left to see how it changes).
This is not an official launch, but I doubt there will be one - I just hope to slowly attract more and more people. There were two users earlier, and some site stats, but I had to reset database.
Feel free to report any bugs spotted (better there than here). You don't have to report that IE 6.0 displays page incorrectly :P
