Title: Oxidation Reduction Potential

Hi,

If I get a negative number for an oxidation reduction potential reading, what does this mean? I understand that this negative voltage indicates a strong reducing environment, so does this mean it will promote the reduction of something like Se⁺⁵ to Se⁺³?
