Title: Resubmission of a rejected manuscript

Dear all:

Sorry if this post is misplaced. I don't find other forums more appropriate.
My manuscript was rejected by Macromolecules. The reply from the Editor is as follows:

"Unfortunately, the reviewers have found significant problems that render the manuscript unacceptable for publication in Macromolecules. We receive far more papers than can be published and we must make decisions based on likely scientific impact and interest to our readership. You may wish to consider submitting your manuscript to a more specialized journal; I hope that the reviewers' comments may be of some use."

Does that mean I'm not allowed for resubmission even if I can address the issues in the reviews? Is the resubmission "invited"?
Does anyone know reject-resubmit policy on this particular journal or other ACS journals? Thank you!

They do not want your paper. Take another look on you paper, you might see the problem, the one you did not see before. Talk to your professor and colleagues, ask them to read your work.
