Would a buffer made from HF &NaF be suitable for maintaining ammonia predominantly as NH3 and not NH4-, and ethanoic acid as CH3COOH & not CH3COO-? Please Explain

What do you precisely mean under word - predominantly - 90%, 95%, 99% or more.
