There are also environmental factors that can cause paint to fail.  We'd need more information to give a useful response  but, you are being (a little typically) naive if you think there is a single chemical that answers every random problem.  Why not ask a do-it-yourself website about your whole problem with paint and see if you can get some help?

As Arkcon indicates, wwwaaaaayyyyyy too many possibilities. What paint, what sort of surface, how long before it peels under what conditions, how was it applied, and on and on. You'd be better off going to the nearest dedicated paint store and asking their problem-solver for help. They would be able to give you a much more useful answer.
