Are photons actually little particles or are they just "balls" of energy that are shot off as an electron drops in energy levels?

I was kind of wondering about that.

Depends on the experiment. Sometimes they behave like particles in other instances like waves. Sometimes like both, just depends what you are actually measuring.

Look up the experiment by Thomas Young  -  the 'double split experiment'
