Title: why are technetium and promethium unstable.

I just found out that technetium and promethium (elements 43 and 61) are radioactive. But all those elements ahead of them like xenon and lead are unradioactive. How come? Wikipedia said it was because of the liquid drop model, but it does not explain why.
