Title: Why do barium and sulfate only react under acidic conditions?

We did a precipitation reaction with barium chloride and copper sulphate solution today in class. To one of the test-tubes we added HNO3 and the other one NaOH.
Only the test-tube with HNO3 formed precipitate.
Can someone explain why barium sulphate only formed under acidic conditions?
