Title: best/safest method for binding pvc shavings

I'm attempting to develop a new bio filter for aquaponics systems. I currently use PVC shavings due to their high surface area in bio bags. However after watching my business partner making medical implant molds I came to the idea that I could make bioblocks to fit into modular systems. After much research online I have not found a definite answer for how to bind the shavings.  Sky is the limit on molds and molding techniques so long as it is safe and cost efficient
My goal is to form them into CNCed molds (aluminum, steel composit?), also I would like to fill pvc pipe with the shaving so that water can pass through the pipe allowing for bacterial growth on the massive surface area.

The key is that it remain very porous and retain most of its surface area.
