I am looking for a Liquid or Gel like Substance which would not drop in temperature below 60 F.

Could you be a bit more specific?

Are you looking for a substance that won't get any colder than 60 °F (15.6 °C) if it's put in an environment in which the temperature is considerably cooler than 60 °F?

Because that is fundamentally impossible.

it would need to be a perfect isolator with no radiation leaving off....

which by no means is impossible...
... but is nothing I would like to come even near to, so it's quite impractical, I admit

btw.: my reading of the original question is, that Keokha is looking for a liquid or a gel that wouldn't form droplets no longer (i.e. remain +/- constant in shape) when cooled below 60° F
like common glass, for example
