Title: reaction mechanisms

1. is there a way to determine which step is the slow step if it is not already stated?

2. what would the rate law be for this reaction because each time i do it, i still get an intermediate in it.
    H2O2  +  I-  -->  H2O  +  IO-
    H2O2  +  IO-  -->  H2O  + O2  + I-

    its says u can use H2O as a constant but i still get an intermediate
