Title: Increase in no. of possible oxidation states towards right of periodic table

In my book it is written that the number of possible oxidation states increases towards the right of periodic table except noble gases. I know towards the right they are more electronegative but what has that to do with the number of possible oxidation states?

The number of electrons increases, more valence electrons more oxidation states?
 Na - 1 valence electron -> 1 oxidation state
Cl - 7 valence electrons --> oxidation states -1, +1, +3, +5, +7 and possibly some more I cant remember
