Title: Unintentional reaction

I'm a brand new high school chemistry teacher, and had an unplanned reaction happen last week. I had a glass bottle of 3M HCl with a sticky coating all over the glass. When I was done with the reagent, I capped the bottle and let it soak in a solution of Dawn dish washing detergent for about 5 days. When I pulled out the bottle to wash it, the sticky layer was gone, but in its place was a plastic layer that covered the entire portion of the glass that previously had the sticky layer. The plastic is thicker at the bottom of the bottle, with an air bubble under it, which you can push around. I would think it was originally coated in plastic, except that there is "3M HCl" written in permanent marker UNDER the plastic layer. It's a 400mL Wheaton glass bottle with a white screw cap. Anyone have any idea what this is?

This is a safety cover to prevent the bottle brakes in glass pieces, if falling down.
