Title: Potassium Chlorate and Percholate

I have a few questions regarding potassium chlorate and percholate. First,would I be in danger if I powdered potassium chlorate with a completely clean mortar and pestle? How big is the difference in safety between potassium chlorate and percholate? And finally, is it possible to make potassium percholate from potassium chlorate without sodium percholate?
