Low bond energy promotes radicals. Understand. But what about All-H + RCl? C-Cl is a strong bond, the reaction in unlikely, but is it possible to cleave allylic bond without forming radicals?

A short answer is yes.
After all the allylic system does contain a C=C. Therefore those reactions which cleave a C=C will cleave an allylic system.
