Title: Why does Phenylalanine have stronger ion-induced dipole forces than Tyrosine

My teacher said that because of the OH group on Tyr, it pushes electrons towards itself and away from the benzene so the benzene ring becomes less inducible compared the the Phe.

However isn't the OH group an electron donating group so shouldn't it donate electrons to the benzene ring making it more inducible instead? And hence able to form a stronger ion-induced dipole interaction?
