Title: Aqueous photsensitizer

I'm thinking about using a photosensitizer to catalyze a decomposition reaction using a photocatalyst in aqueous media.  For example, a Ru or Ir catalyst. I'm thinking adding protonatable groups on the outside may stabilize its formation constant under physiological pH.  Alternative is to create a dual compartment.   Thoughts?
