Can i make 100mM acetate buffer and the dilute it to reach 64mM?

Yes, there is a simple formula that is based on the idea that the amount of any chemical species (typically expressed in moles) is conserved.  Are you familiar with it?

Should I prepare this concentration and the diluted it with distilled water?
Also I would like to know how long the buffer solution will be stable?

You have ignored the question: do you know the formula used for buffer preparation? Calculating required amounts of acetate and acetic acid is quite a simple task, actually you are overcomplicating it by searching for ready recipes.

Let's try to think about your question:

Think about this:  You have 1 gram of any salt in a liter of water.  You add another liter of water.  Now how many grams of salt do you have per liter?

This is simple math.  Molarity follows the same dilution rules*.  This isn't chemistry, this is sub-high school math.  Most of your questions involve nanotechnology and advanced concepts, but that doiesn't absolve you from doing your own math.  Or at least trying to.

*However .

You've left off the questions if the pH will stay the same with dilution.  Or if ionic strength will track linearly.  It might not, so we're dubious about just dumping you answer, that may turn out to be wrong once you add qualifiers.

This topic comes up often on these boards.  And there is no really good answer.  And we've mentioned in other threads why.  Do yourself a favor, and browse and search the Chemical forums for similar questions.  You may find all the answers you need.
