just want to ask a simple question.
is bromine water is the same as bromine in CCl₄?

NO...

Bromine in bromine water undergoes partial hydrolysis.

Bromine remains as bromine molecule inside the organic solvent.

Not all reactions with water can be called hydrolysis.
