Title: why do bond lengths deviate?

 why do bond lengths deviate from the ideal, eg. a C-C bond length is 1.568A compared to the ideal 1.53A

it all depends on the nuclear charge of the atoms involved, the electronegativities, and other similar forces

It depends on electronic and steric effects.
