Title: Why isn't BF3 a nucleophile?

I wonder the fluorine atom in BF3 is more electronegative than boron atome and it has 3 lone pairs of electrons. Why isn't the fluorine atom nucleophilic?

Single flourine yes. But here we have bortriflouride. What is the situation with borone here?
