Title: Is this a meso compound?

I was watching a video about identifying chiral centers and this was an example. Is this meso (has two stereogenic atoms but is achiral overall because there is plane of symmetry)?

I coulden't open the link, by the way Some molecules have plane of symmetry but they are not meso
