A homopolymer of PVC describes a polymer chain that is solely polyvinylchloride repeat units with no other co monomers or blended materials.  (the PVC homopolymer will still be a homo polymer if blended, but it will be a mixture not solely the homopolymer on its own).

Extenders are used in the form of other polymers or fillers to alter/adjust/effect the physical properties of the PVC. Some fillers will give better impact and scratch resistance, some polymers will improve gloss or adhesive properties etc.
