I am interested in making a solution that meets the following requirements, listed in order of importance.

1: Water based and water soluble

2: Non toxic, non corrosive and basically safe if a two year old or younger got hold of it and drank it or spilled it.

3: Smells like it is some kind of chemical to the casual observer so they would believe it might actually do something.

4:  Looks like it is some kind of chemical, ie: color and consistency

5:  Inexpensive to produce, and easily and safely produced in large quantities.

Thank you in advance for your help. If I have posted this in the wrong place(I thought general about fit) moderator please move.  If this is outside the scope of this forum then suggestions would be appreciated.  I have tried to use some of the terms I learned in high school chem 1&2  but that was so long ago, so I'm sorry about that.

Edit:  Alright, I want something that if I put it an approximately liter sized bottle would for all intents and purposes appear to be a chemical mixture that would, to the casual observer, actually appear to do something.  In other words if the average person were to open the bottle and observe it by sight and smell they would believe that it might accomplish whatever the label stated. For example it could say spot remover, or insect repellent, or grout sealer, or flower preservative, just about anything, and most people would think it quite possible that it would do as claimed.   However I want something that would be utterly safe around small children and pets.  So water and coloring would meet the second criteria but not the first, and chlorine is something I thought of but I think is too easily recognizable so it might fail to convince as well.

Edit: I don't want it to do anything. I just want it to smell like it might, and be nontoxic.   I also am after something that smells less familiar, so that people wouldn't recognize it and know it doesn't do what the label may claim.

Scenario: You are at someones house(pretend you are not a chemist for a moment) and you see this bottle and it makes a claim on the label that it does something fantastic. You might accept the claim based only on the package but if you opened the bottle or the bottle is transparent and it looks like water you wouldn't be convinced, right?  So I need something to put inside that will deceive the average or below average person, but won't harm them if they should spill it or try to taste it. It needn't be pleasant to taste, in fact if it tastes bad that is probably better, and the smell could be either agreeable or not, I just think it should smell like chemicals and not something familiar.  My idea is for a type of "joke product" in case you are concerned about my intent to deceive, so it would be double packaged with the actual purchaser being fully aware that it really does nothing.

Food coloring in water?
Kool-aid?
Just plain ole water? Maybe a little extra chlorine in it for a smell?

Your request where very, vague to say the least.

Water + Food Coloring + Lemon Juice (or Orange Juice) for cleanser. Water + Food Coloring + Thyme or Mint or Garlic or Oregano for Insect Replant. Water + Flour for grout sealer.  A liquidy BBQ sauce for flower preservatives.
