antifoam effect linked to surfactant level

I have heard of an antifoam technology that would only start to be effective when the surfactant/detergent level is under a threshold level. What can be the technology and how does it work? Application would be when you start cleaning a mixing vessel; foam will break down completely at the 2nd rinse.
