Ammonia expressed as N vs Ammonia expressed as NH4

Hi
I have experience with chemistry but have recently started doing ion balances. When converting to milliequivalents per litre, what is the difference between Ammonia as N and Ammonia as NH4? Is the first one not an ion? So should I only consider Ammonia as NH4 in my balance?

Mass of one is 18/14 times the other.

But am I correct in saying that they are not both ions? So I should only use Ammonia as NH4 for my ion balance?
