What compound is it?

Which compound (among these) is able to

1) change litmus from blue to red;
2) neutralize NaOH;
3) in an aqueous solution of Na2CO3, there won't be visible effervescence of CO2

I am unsure as for whether it is (b) or (e). Both are acids. As for the "CO2" part, I don't know. How can this even happen? Doesn't H2CO3 become H2O + CO2?

Please, can you guys give me any hints?
