Decarboxylation of a solution of Orotic acid?

What would be the best method for decarboxylation of orotic acid?   Can sodium hydroxide be used for this purpose?

I know there is an enzyme decarboxylase, but this is meant to be an experiment in prebiotic chemistry, showing the formation of uracil when there were no enzymes.
