HOW DO YOU KNOW IF A DELOCALIZED PI BOND OCCURS?

This is related to my other post about perpendicular or planar unhybridized p orbitals, but I felt it would probably be better if I made this a separate post. So, how do I know when a delocalized pi bond occurs? I know it has something to do with resonance forms and sp2 orbitals but I'm not too clear on the details.
