Effective Nuclear Charge

I am trying to figure out the Effective Nuclear Charge for Sn4+ and I keep getting the wrong answer. I keep getting +18, I know the Charge for regular Sn would be +4 but with I add the +4 charge to it I'm getting +18

Doesn't make much sense. Please post your whole calculations.
